Manpower Size

Question: Are Manpower Factory sizes based on the population of a city?
I ask, because I noticed Sevilla has only a Size 10 Manpower Center. At the time of the SCW, it was the 4th largest city in Spain, with a population of around 250K.
Was that Manpower Factory size an error? Or is there is a reason it is very small? (by comparison, Malaga is 78)

There were censuses in Spain in 1930 and 1940.
Some data in tables in the Anuario of 1943, the previous was in 1936.

Could it be that since it starts out under Nationalist control, there was limited support from the local population?

That's an error. Sevilla can't have so little manpower. It´ll be fixed.
Note: After a checking, it is not the only demographic error in the main campaign. Some cities are underrepresented.
This is intentional in short scenarios, to avoid giving too much of a manpower advantage to one side, but it will be fixed in the main campaign.

Another reference. Population in cities, also not capitals and the smaller ones, in several census including the one in 1930 that is the relevant for the SCW.
Probably more simple and useful, just 3 pages.

If Malaga is 78 and is correct, Sevilla should be 100 (rounded), and Madrid 512.

It should and it´ll be in a next patch.
Although this calculation won't be totally exact in other cities, such as Madrid, because this would give the Republicans a significant advantage in manpower.
Historically, their side had more inhabitants in July 1936. The total population was approximately 25 million (57% Republican side - 43% Nationalist side)
