Can you change OOB only once?

Hello,
While testing more game features I found this:
-I picked up to the Guadalajara Columna de Milicias to change its OOB, as I have no other division HQ with free room to accept it, the game only let me detach it from his actual HQ , the 8ª Division. So I went for it and detached the columna from the division and now I have the Guadalajara Columna de Milicias as an independent unit. So far all fine.
Problem is that now the independent Guadalajara Columna de Milicia has lost the “change OOB” button in her “unit organization” screen.
Is the change OOB feature only be able to be applied once or is there a bug and the independent Guadalajara Columna de Milicia should still has her “change OOB” button?

PD I am attaching the turn saved twice, save24.dat is pre detach and save04.dat is post detach. The Guadalajara Columna de Milicia is in Guadalajara hex 98,88.
