Is anyone else having the situation where the Bases List button (hotkey 6) only brings up those that begin with A to L?

Nope. Mine goes from A through K, then N through Z, then it goes with on "l" before it goes from M to L.
But it should not be this way.

I was just coming here to correct my post. It is exactly the same in mine. I thought I was going crazy when as I was scrolling I saw some that started with S but I was looking for Torrejo and was quickly pulling the scroll bar and ended up in L again. Was I imagining that I saw the other bases? No, further investigation showed the situation to be exactly as you describe it.
It reminds me of the time I gave my younger sister a copy of Monty Python's "Matching Tie and Handkerchief" LP for Christmas one year. A little later she came to me and said that she must be going crazy because one side played something completely different the second time she played it. I looked closely and there were two separate tracks recorded on that side and so which you heard was dependent up[on where on the album edge the needle was placed.

Note: The list of Bases is not sorted upon opening the list.
This can take several seconds on a list with many bases, so sorting is to be applied manually.
If you know the name you look for try CTRL + F
This should give you a search function.
