surface missile strike suggestion

What is the best way to have the computer conduct a land or ship launched missile strike? Such as a DF-15 strike against a land target? Or a ship tomahawk strike against a land target? In doing so I want to set the launch at a certain time to coordinate strikes with several different units.

Should I assign them to a strike mission? I tried this with DF-15 but couldn't get the missiles to launch and instead the entire DF-15 facility started traveling closer to the intended target.

Or is it better to adjust the units ROE and not use a mission?

I have not had any issues using strike missions with an assigned TOT. I have seen my land units want to move toward the target even when they are already in range so now I set those units to hold positions.

I was actually able to get it to work if I set the speed of the units to stop.

​Yes, that is exactly what the table was designed for. It calculates the specific launch time for each unit (regardless of their location) so that all missiles arrive at the exact same Time Over Target (TOT).
​As you suspected, it is intended for manual launches rather than automated missions. If you use it with a Strike Mission, the AI often overrides the timing or moves the units (as you experienced with the DF-15s driving closer).
​The best way to use it is to determine your desired impact time, use the table to find the launch times, and then manually fire the weapons at those specific moments. It works great for coordinated saturation attacks or setting up a distraction strike 3-4 minutes before your main package pushes the IP
