1. Do Army, Navy and Corps HQs not use shell classes? Are shell classes only for Division, Brigade and Regimental HQs?

2. What happens when a TOE has a shell class but no shell type or shell capacity information?

3. Unit 2870 (a brigade) has a prim unit of 2861 (a Division HQ) yet it is assigned to another Division HQ (2818). If it is part of a prim unit shouldn't the prim unit be it's headquarters?
