Unit Organization not showing new attachments

I set up a situation in the scenario editor where I cleared all the attached units to an Infantry HQ so that no units were using that unit as a primary. Then in a smaller unit cleared out it's attachment to its primary unit.
Here is the Infantry HQ unit.
I then attached the smaller unit to the HQ which, according to the "Attached to" on the unit screen worked but yet when I looked at the smaller units organization it didn't show being attached.
Below is a before and after attachment image of the Division HQ unit:
Neither unit shows the new attachment. Is this a bug or is there something else I need to do to get the attachment to show on the unit organization after an attachment?
