Being able to choose the specifics of some unit being fixed is awesome. The system is so flexible, especially the ability to give the unit "permission" to move in a radius around the starting position.

Also "adjacent" takes into account impassable obstacles like rivers and the presence of bridges or breached minefields, it's very clever.
