There are some cities that have high Manpower but Light Urban status. Some of them also have Heavy Urban map graphics. Maybe they should to be changed to Heavy Urban?
(name - Manpower)
Sevilla - 100
Malaga - 76
Granada - 46
Cartagena - 38
San Sebastian - 33 (missed Train Depot ?)
Cadiz - 25
Almeria - 19
Huelva - 19
Casablanca - 10
Murcia - 8
Lorca - 6
Jerez - 6
Ceuta - 6
vice versa:
Pamplona -3 . but its Heavy Urban

If you click "D" hotkey, it shows terrain "layer". Seems like that there are too many differences in the data about Heavy/Light Urban terrain between actual state and with the layer.
San Sebastian (Light Urban) - layer shows (H)Heavy
Pamplona (Heavy Urban) - layer shows (L) Light
Perhaps there are more differences than in the list above.
La Coruna
There are 2 hexes which have this name. I can't say about each big city in the game, but looks like in such cases they have different names, La Coruna hasn't.

The difference between heavy and light cities is the real difficulty of capturing them. "Heavy" cities have a great bonus, historically they were in defensible positions (usually on high ground: Pamplona, Lugo...). So their size doesn't matter. They are strong points.
Two hexes for Coruña is exaggerated. I know the city (my job is there) and one hex is enough
Fixing It.
On Manpower: It is for industry, not for soldiers. I didn't create the Manpower system, but I suppose some cities are more industrial than others.

Portuguese dot bases (under "dot bases on") have the same color as Nationalist - yellow. Isn't better to change it to green?
San Fernado (near Cádiz) - typo. Should be San Fernando.

Leningrad.
On the map it looks strange. The city should be on the east (of the hex), Gulf of Finland on the west.
The base in the game its a Light Urban. According to the population census of 1939, Leningrad had about 3,2 M population. Its a second largest city in USSR.

Yes, it is an urban error. Noted... But map changes are heavy weight. We will do this base at a later point in time.
