Rally point

is there a way to for a player to decide where a rally point shall be?
Well, I see the game changed one rally point, from Turin in Italy to Trevisa (which is Treviso, my birthplace, IMO), near Venice, I don't know if due to some clicks I did even without realising, or as the result some automatic resolve?
Any idea?
