Version 2.06 (BFC)

Hello,
My CMSF2 version is 2.06 (BFC). And I see with the new battle pack that the latest patch is 2.13 that seems to be a Matrix version.Is it possible to install directly the 2.13 on top of my 2.06 (BFC) version?
Is there a patch content somewhere of all the patches between 2.06 and 2.13?
I recall this thread where few issues where expected. By miracle, are they finally adressed?
