Is it possible to set Intermittent Emissions at mission level (for all units in a mission)? It seems that I can do at unit level only. Am I missing something?

IIRC, it's only at unit level

A workaround I use is to set each alert level (color) at the game level. If I recall correctly, all units inherit these definitions. You can mark a subset of units inherited, and the rest uncheck the inherited box. A somewhat tedious and limited way to do what you want, but it sort of works.
