Yeah... apparently the scenario creator for Operation Mikado forgot to create a message for the victory conditions. Is anyone else seeing this on their installation?

It's possible, it's also possible that he created the action but didn't use it in the victory event and used another one instead, meaning it's a residual action; with that image, you can't see the whole block of actions/events.

I checked, it's part of the UK victory event and I first noticed it when playtesting the entire scenario. It popped up while I was cluster-bombing Rio Grande airport.
