Yes, then the ferry group appears which can relocate and dispense the aircraft to air units that need them and request them.

Yes, the stockpiles are too far away to draw directly from them.

Right. If the replacement source is out of range of the air unit, then the game offers to create the aircraft as unit for you ( or the automatic ) to fly them close to the destination.
In games with longer distances this will often be the only means to draw, and those ferries units might even have to be loaded on ships to make long travel across oceans.
