MPP Collection Industrial Technology/modifier bug?

I'm making a custom scenario, and even though I set all of the USSR resources to have 0 MPP Value / strength point
industrial modifier = 0 and industrial technology research to 0 they still get 1900+MPP per turn...
Please tell me if there is something else that could affect MPP collection or is this a bug ??
I have no supply scripts or anything that could give USSR extra MPP's...
(I have quite a large amount of resources on the map, hopefully resources don't suffer from the same 127 max limit as units do)
