Status of Tangier

During the Spanish Civil War, the city Tangier and the area around continued to be part of Tangier International Zone.

14 June 1940. Tangier International Zone was occupied by Spanish army.
17 September 1945. Spanish troops have been withdrawn from Tangier International Zone.

In the end, the battleship headed for the international port of Tangier. As it approached, Franco's air force attacked the ship, but to no avail. However, the sailors were in a state of panic. At 7:00 p.m. on July 21, the Jaime I anchored in Tangier. All the wounded, both officers and sailors, were transferred to the coastal hospital, where two more people died from their injuries.
Meanwhile, the rebels had taken control of almost the entire coast of the Strait of Gibraltar, with the exception of the international zone in Tangier. Under pressure from foreign governments, particularly France, the command was forced to withdraw the ships to Spain. On the night of July 22-23, the main forces of the Republican fleet, including the battleship, two cruisers, and destroyers, arrived in Malaga, which was under government control.

The Tanger's status is under review by the team. It will not remain in nationalist hands, but the neutral ports need to be revised a bit.

Handling neutral ports is tricky..........the real situation was very complicated
Good luck
Seems like Merchant ships should have freer access to Neutral ports than warships, but that's hard to model
