The AA units arriving in Madrid on 15-08-36 don’t have a single canon/gun. ( I have joined their slots so you can only see one slot, but the number is correct, they are just empty of cannons/guns).
I have 3 oerlikon 20/70 AA guns in the pool and build rate is 8 per month, the unit needs 12 to be at full TOE. If I don’t loose any it is going to take me more than a month to fill it up to full TOE.

The armored train that appears in Madrid on 14-08-36 is empty of wagons. It has 3 mg armored wagons in his TOE, I have none in pool and building rate is 1 per month (starting on 09-36 so sill 15 in game days ahead) it is going to take more than 3 months ( if I don’t lose any of them) to be at full TOE.

Welcome to the fact that units have to form up and be equipped while the equipment may be slow in coming. This is normal. You can also use captured equipment by switching the devices, that is if you have any captured equipment to use.
