Odd question about some historical ship designs (not used in scenarions) not being present in DLC?

One of the Dev Diaries showed this image, and now some people are confused because only Kirishima has a design included in the DLC.
Presumably the ship designs, or at least the graphic templates, used for these ships exist somewhere. This image came from somewhere.
Could they be added to the standard DLC content? They're not used in scenarios, aside from Kirishima, but people would like to have them if they exist.
