Penalty for Axis advance in Egypt

What is the penalty. Also - is there a list somewhere of all these penalties - I searched the strategy guide and not finiding it.

From an earlier thread it looks like this for the USA:
"There is a 50% chance until it fires that USA get 5-10% mobilization if there is an Axis unit within 1 hex of Alexandria, Cairo, or Amman."
I am sure there is a similar sized hit for USSR, but I can't find the details anywhere. Someone will know how to find it in the editor and will share it here.

THanks - we need a master list of all these mobilization events someplace. Devs - can you update the manual or strat guide?

It is known that if you conquer Egypt or even approach it, the USSR will go to war; if you prepare a barbarian attack, don't attack Egypt, the increase in pressure on the USSR will be brutal.
