Im not quite sure whats going on, but you can put a single 17" gun on a ship, and then put 16" secondaries on

effectively making a 26000 ton, 16" armed cruiser.

What mode are you seeing this in - campaign or ship designer? If it's the campaign, do you mind sharing a save of this game?
