Playing as Prussia, the rest are AI. I end diplomacy, and the game never progresses from Spain Placing Builds. Save attached. Similar issue reported reported here: https://forums.matrixgames.com/viewtopic.php?t=384656.

Edit: I switched Spain to human, and looked around. Spain and it's free states (Portugal and Naples) have a lot of ships ready to be placed. Both Spain and Naples had ~6 Light ships waiting to be placed. Spain also had a Hvy and Tra waiting. I purchased Lt fleets for Spain and Naples, deployed the ships, and was able to progress the game.

Well that's interesting. The game advanced for me with the v1.27.04 final, so that's good. AI Spain was trying to place the I Naples Lt fleet (AI looks for >4 ships ready to place a new fleet) but apparently that unit #272 has a Holland country designator and not Naples, so the database needs fixing for the next future Update. But you were able to purchase and place the Naples Lt fleet? I'd be curious to see a game save for that, to see what unit# was used.

The Spanish transport fleet in Lisbon should be moving to Cadiz since there is a ship ready. I need to review the AI code to see if that is applying to transports or not.

AI Spain is doing well. I tipped the scale by declaring war on France when I took control of Spain, then moved troops into France while waiting for the next eco phase.

The rest was the AI. Naples was an anomaly. Turkey declared war on Naples early, Spain took control and presumably won the first land battle. Screenshot for context:

OK, I see the I Naples Lt fleet is unit#272, with the Holland designator. So you could see it in the unit pool, purchase it, and place it fine. Maybe it's just an AI issue with the incorrect nation designator. Whatever. I have made a note to fix it. Thanks!
