Seeking Clarification: Why are "Player Editable" checkboxes still interactive in Play Mode?

Hi developers and fellow players,
I have a question regarding the behavior of the checkboxes (traditionally known as "Player Editable" toggles) on the right side of the Doctrine & ROE window in the latest UI (v1.08 / Build 1676 and later).
In previous versions, these checkboxes were used by scenario designers to lock specific settings. If unchecked, the player couldn't change the value in Play Mode. However, in the current version, I’ve noticed that these checkboxes remain interactive even when the Scenario Editor is turned OFF (Play Mode).
This is confusing because:
If they are meant to be "Permissions" set by the designer, why can a player toggle them during a mission?
Does toggling the checkbox in Play Mode actually change the unit's behavior, or is it purely a UI state?
How does this interact with the new "Doctrine Deconfliction" system? Does checking/unchecking these boxes in Play Mode tell the system whether or not to offer "Fix" suggestions for that specific item?
Has there been a fundamental change in how these checkboxes work? I would appreciate it if someone could explain the current logic—specifically, what "checking" or "unchecking" a box actually does from the perspective of a player during a scenario.
