Keep the World from Burning. (4-player Game)

We begin a new 4-player game, with the following options and house rules.

+ Only strategic bombing missions are allowed at night.
+ No CAP allowed.
+ SUBs always excluded in port strikes versus major ports.
+ Partisans must be placed actively, if possible, and then used actively. No 'hiding' partisans in remote areas just to increase partisan value.
+ No air reaction for naval searches from the mainland to the North Atlantic. Reacting from the Azores is ok. And flying actively during own impulse is also ok.
+ Chinese aircraft may not react to any sea area. They may actively fly to the sea area.
+ One VP lost for CW if there is any controlled country by Italy in Sub-Saharan Africa at the beginning of 1942. One more lost at he beginning of 1944, And one more at the end of the game. Up to a total of 3 VPs may be lost for CW that way.
+ France lose one VP if Madagascar is Axis controlled at the end of the game.
+ You can’t move naval units between the Baltic Sea and the North Sea (not even via Fredrikshavn or Kristiansand) if major powers you are at war with control at least 2 of Oslo, Copenhagen and Kiel. If you do not have access to passage, then ships in port must return to the sea zone that they entered from. (The exact wording of this house rule might change)
+ The above rule also applies to Brest and the North Sea unless the power that controls Brest also controls London.
+ If the Axis establishes a Vichy Government, the Commonwealth forces may not establish new land units West of the Garonne river except through an invasion one year after the establishment of the Vichy government. If they already have forces there, they must remove them by the end of the turn following the establishment of a Vichy government, or they are eliminated. CW can invade that area a year after Vichy creation.

By the way. the house rules regarding naval movement between the North Sea amd the Baltic, and between Brest and the North sea is acceptable to us but not requested. They can be removed if so desired. I see no need for them unless you think they add something to the game.

The only part that really needs to be a house rule is unless you control 2 of Oslo, Copenhagen or Kiel you can't move into the Baltic from Fredrikshavn or Kristiansand unless they are Norway or Denmark ships from their home country. Doesn't the game manage the Brest movement correctly for the owner of London?

Brest is a two sea zones port so you may sail from Brest to the North Sea, and from the North Sea to Brest. The house rule is intended to forbid such moves (Brest to North Sea and reverse).

The house rule (about Brest) actually affected the previous game on several occasions. :)

The house rule (about Brest) actually affected the previous game on several occasions. :)
I believe that is a good house rule as it was unrealistic for the Axis to navigate the English channel without great risk. I'm ok to keep this.

I forgot to ask what you think of a house rule regarding Baltikum when neutral later in the war. How about adding something like this? Ir is it just not needed?

- After the USSR - German pact is broken Germany may DOW all three Baltikum countries (Estonia, Latvia, and Lithuania) for the US entry cost of one declaration of war if it is all done the same impulse.

The more games I play the later USSR seem to occupy Baltikum, and I've seen games where Baltikum is not occupied while USA is neutral. Thus I would like to reduce the cost for Axis to declare war on Baltikum, and perhaps increase the incentive for USSR to occupy them.

Germany should begin the war with two CBV in the force pool, and available for production at once. They are not in the force pool in this version and that is a bug. Should we just ignore those units?

I'm ok to leave the Blatic states as coded.

As far as the CBV are concerned, I think I have the code to add them to the force pool but will have to wait until I get to my home PC.
