B1825.15 Seafox anti-mines torpedo always misses

However the mines are destroyed.
8 Sea Dragons on a demining mission, each with 4 seafox torpedos, 32 seafox.
26 mines were destroyed, so there should be 26 hits?
Tried also with GARCs and Ghosts, that also can launch these torpedos and is the same, always miss but mines are destroyed.
