Computer Opponent

Does the computer opponent change the SOPs during the game or are they fixed by the scenario designer?
The reason I ask is, at times I see the computer units move towards my units, then there’s the box that says SOP Relocation (I know this is being fixed) and they move away only to move forward again and they do this over and over.

Generally speaking, when a unit is triggered to relocate, it doesn't discard its current orders, and will relocate, and afterwards attempt the prior orders. This works fine most of the time. For example, because other nearby friendly units engage the hostile unit which forced the HQ to temporarily relocate. It doesn't work always, for example, when the HQ unit is the only surviving unit.
If you happen to have a save game of the situation, please share it, so we can investigate the cause and see if we can address the problem.
