FOW Issue

looking at the forum i think some other people have had issues with FOW
i;m trying to play an MP game and FOW is on in the options but when i load it to take my turn, FOW is off and i can see all the Axis units (This is Italy 43-45)
I've loaded a mirror game against the AI and FOW is on fine in that game
Posted the MP game about 3 times now and same issue - it is on for Axis bit off for Allies when i go into the game to take a turn - but on for both when i post the game up - and when i check options for the game without going in to take a turn, it shows FOW on for both Axis and Allies
Anybody come across something similar and know how to resolve it?
