I think it is not as intended - after GB conquers Portugal, French forces are removed form portugal to La Rochelle although being in war with GB

it can be red in report window (I'm attaching save from eco phase)

- fixed nation_convert_control to exclude evacuating oldowner if at war or allied with newowner

There was already a similar check for other nations but not the oldowner (France) who got control of Portugal upon DOW.
