BTW, this does not impact recruitment. Civilian casualties in this game are not linked to Device Production (Squads and whatnot), so there is no impact to that in-game from bombing the civilian population

It's not like WITE engine in that way

Although civilian casualties do have an impact on production and morale etc. I just tripped upon Section 5.1.2 of the rules on page 78.
