Build 1852 - Edit event action (Message) editor is bugged at start

Every single time you create a new message "Event Editor -> Actions -> Create new actions: Message" I get a bugged editor that has 75% of its editor box unusable like the picture below shows (top part is there just taking space)
Workaround is to resize this window to fix it, but this really gets old after creating dozes of these messages in past several releases where this bug has been.
As a big quality of life improvement for scenario creators, could we please get this fixed, even if its not exactly game breaking?
