[1.31q] GR inf duplicating when raising formation

Hello!
I noticed a situation like this where I've got some GR grade infantry in my SHQ. I raise a light infantry brigade with the settings in the picture. I end up with a formation with much more GR grade inf than I started with. This happens every time I try to raise the formation in this save.
