[1.31q] Regime does not transition to Fanatical Autocracy over almost 50 turns

(game started in 1.31h).
My Autocratic regime was continuously eligible for transition to Fanatical Autocracy from 64 to turn 111 currently, but nothing happens. (a virtus crisis event switched me to Tyranny in a single turn a few turns ago, but the transition to Fanatical variant is still valid and marked green).
I know it's low probability (5%) of transition per turn, but by this point the game will be long over before I get any chance to see what that's like (and it takes many turns more for the effects to become significant). Perhaps this transition chance should start low, but increase every turn it remains a valid possibility?
