[1.31r2] Effect of regime Profile on Apparatchik score

The tooltip desciption of Apparatchik score states high Heart profile suppresses it.
The tooltip for the actual calculation shows that high heart profile has no effect (my Heart profile is currently 70) and it is actually Enforcement profile that suppresses it.
The description and the calculation seem inconsistent.
