What to do with Tyrant Governor? (Republica DLC)

If my regime has slipped down to Tyranny, and some governors got the Tyrant tag (leader feat) applied - their cities will now be perma-stuck on high fear (due to the Gov themselves, or any event). The fear will never decrease, and even increase, fixing the pop at lower and lower happiness cap.
Is my only option to remove them (Relieve/Reassign/Assassinate/etc)? Does this tag permanently cripple even a capable and experienced governor, or is there something else that can be done?
