I got 16 BP saves (with more than enough storage place) in Vichy.
I produce 5 BP, total 16+5 =21

According to MWIF 16+5 = 14

Afterwards, I get those 14, and for some reason 1 is left in the map so when I deploy the 14 I total 15.

15 <> 21

My guess is that no more than 14, of the 15, build points may be collected for production. Thus not all of them is available for production.

I see 3 BPs saved at Toulouse, but as I read the rule only 2 BPs may actually be collected from Toulouse for production.

In a later production step, you can remove those build points from the map and add them to your build point
total. You may spend any number saved at your capital. No more than 1 saved build point may be consumed per turn
from each other city, useable factory and port (e.g. you can spend 4 saved build points on production in New York
and unlimited in Moscow each turn).

But the count should, of course, be correct afterwards.

Well, I was told once by (I think) Paulderynk that I could only get X-1 points off each stack, or maybe something similar, but I am now (in these later compilations of MWIF) to have all of them.

Anyway that is not the real problem. The problem is that the game deducts 2 points from the total I should have instead of adding 5 more.

It is true that there may be limitations on collecting them but no in the total, as far as there are slots enough to deploy them. As you say.
