[1.31r2] Votes on law Retraction should have reverse Profile effects

The parliament is voting to Retract the law "Worker Frontline Service Law", which is associated with the Fist profile, and Enforcement as secondary.
1. Supporting the proposal (to retract) should have negative effect on Fist, not a plus.
2. The Leader that supports the law should not have a positive opinion text on its retraction.
3. The post decision popup text seems to actually have the correct effect (minus Fist), but contradicts the preview tooltip
