[FIXED] Build 1859 - Pathinfinding totally breaks down with No Navigation Zones

I´ve attached a work in (heavily) progress scenario design, it has plenty of stuff still unfinished but it serves as a good example how badly Pathfinder breaks down in the presence of No Navigation Zone.
Steps:
1) Load the scen-file in Editor
2) Switch to side Russia
3) Unpause and use time acceleration until Tu-22 bombers take off from Kola
4) Observe them heading to their "patrol" locations (this is still unfinished but I dont think that is responsible for what is frankly a total collapse for the AI)
5) Once they go to bingo fuel they start to: circle around in one place "pathinding", head directly to to NFZone, divert somewhere etc. end result is mostly everyone ditching.
I dont think it was this bad before, some regression with the pathfinding maybe? I remember one of the latest patch notes mentioned something about it changes to pathfinder.
