I'm after the difference between these two methods of using FP/FF.

Most ships with large FP capacity, CS/AV etc and/or seaplane support use sorties for they offensive air missions. Ships with smaller FP capacaity and/or zero seaplane support, BB/CA and even a few with seaplane support, do not use sorties but they can still carry out offensive missions.

What is the difference?

Probably reflects that it was not worth the time to add supply to the BB, CA and CL data. There were time constraints and database size constraints to deliver the game in 2009. At that time the game pushed the limits of what most users had on their PC and Windows XP had its own limits of how much data it could address. There are a lot of places in the game where the designers had to keep it simple.
