[1.31r2] Difficulty of "Upgrade" card roll exceeds max possible

Currently in syndic democracy level 2, and so far used the "Upgrade" strat succesfully to upgrade the RAM/CPU/Logic Circuitry all to level III.
Now, using this strat fails and shows the difficulty above the max possible stated (257, while the max is 150 (3d50)). Tried reloading the save and this roll always fails with excessively high difficulty.
I'd guess perhaps upgrade above level III is not possible, but if my guess is correct that should be stated explicitly and the usage of this strat blocked.
