What is the scale on fatigue and disruption 1 to 50 ? Is 15 high or low ?

I use 12 as my cue to rest a pilot or stand down the fatigued aircraft that will mean the pilot can get some rest too.
Some players let pilot fatigue get higher but they are playing brutal PBEM games. My computer opponent isn't so tough ...

Most everything in game is on a scale of 0 -100. Exp., ship damage, plane fatigue, morale.
This is all part of the Grigsby magic, that makes this an accurate Sim. As pilot and plane fatigue build up (from zero)
you will see a rise in Ops losses. Watch four engine plane fatigue as bombers that have over 50 fatigue tend to go down
for maintenance for several days.
In high combat environments when squadrons are in action for weeks at a time I often put 10 - 20% on rest to keep
fatigue low. Swapping plots works well too. This is really important for sea planes on ships.

For land units, Fatigue and Disruption are killers.
You don't want to attack when those are high.
Another factor often overlooked is Morale. Especially for Chinese and Burmese units, morale is often abysmally low. It'll make your unit stop attacks, surrender or be destroyed...in other words, your unit is very fragile. Often those units have Morale of 20-25.
One way to get that up is to have them reach Preparation to target 100 and using Rest. Former lets them reach National experience maximum faster and Rest might alleviate Morale problem a bit. Not always an option.
