Ship Base location in editor

What happens if a ship has a base location of 0? Does that mean they enter at the country's national home port?
It says delayed and thats what it does.
Scenario #1 start. Set the Kaga ot location 0. It was removed from the Kido Butai and placed in ship reinforcement queue arriving one day later at Tokyo.
