[1.31s] "Data Tap" blocked by diplomatic strats

The Syndic Democracy political strat "Data Tap" cannot be executed on a major after using another diplo strat that turn which doesn't make sense.
This should be a Covert Ops category, since it's executed by Secret Service council, not Foreign Affairs, and is a Spying strat - should not be blocked by previous diplomatic actions that turn.
