Dissolve the H.R.E.

Dissolving the H.R.E is a problem, it seemingly can not be.
First, Ulm must not be in Austrian control. This can happen militarily, but Austria must be at peace for the "Decree" to fire. So Ulm must be transferred in a Peace Negotiation, be in the Pressburg Decree or simply forming a Peace offer in diplomacy. But Ulm is never on the list of transferable city/provinces. In the Pressburg Decree there is no "Ulm", only Tirol and Venetia. In Peace Negotiations Ulm is not on the list of provinces that can even be transferred, so it does not happen if instigated. So after the French-Austrian war in 1805 Ulm remains in Austrian hands and ergo the H.R.E. can not be dissolved and ergo the Rhine Confederation can not be created.
Likewise when I make peace with Prussia in 1806-1807 after devastating them (Russia made a separate peace in 1805 with France and did not get involved) the Decree of Tilst Pease with Prussia does end the war but none of the cities noted change hands, no VP is given and no $$ is transferred. So all the French get is Peace, no dividends from a war fought and won (alike to the Austrian Peace).
What is the point of going to war at all if no progress can be made in reparations / acquiring provinces and the main German States can not be formed all because ULM can not be acquired and the fact that Austria must be at peace for the Rhine Confederation can be created means that ULM transfers right back to Austria when a Peace is achieved (Decree or by Diplomacy).
To add insult to injury all the French troops are thrown out of all Prussian cities, including those that were to change hands, into a 1806-1807 Harsh Winter landscape to take additional damage and have to slowly trudge home (West) when nothing has been accomplished and no resurgent Germany can be formed as historically created (or as the Decree tells us will take place like Magdeburg will become French owned when the Peace Decree with Prussia takes place - which does not happen and that city in French hands is an absolute necessity for the H.R.E. to be dissolved so the Rhine Confederation can be created.
What am I missing or is this game seriously misprogrammed?
