[1.31s] Air OHQ Leader spends XP on infantry skills

Not a bug, but as currently designed, the Air OHQ commander can be very wasteful in XP allocation, and so a waste of PP allocation in the first place.
Current example - I've invested significant PP to raise Air OHQ, hire a good cap III Leader, keep his relation high (medal of merit). His air wing saw intense action (ground attack mostly) - and he spends about 2K XP leveling up infantry skills turn after turn.
Possible suggestions:
1. Air HQ element should be composed of some kind of Air unit (I can fly/strat move him to an airfield, same as other air units). This way, like for other OHQs, the skill usage for his HQ will match the skill usage of the commanded troops, and he will allocate XP accordingly. If I ever assign ground AA units under his command - *then* he can level infantry skills.
2. SHQ-like mechanic? which doesn't level skill for troops stored in SHQ, just the skills used for commanding troops in the field.
3. More weight based on actual "Recent skill usage". His "Ground Attack" skill usage is two orders of magnitude larger than all the rest, but however xp allocation is rolled, this is ignored for multiple turns in a row.
