[1.31t2] Decision outcome wrongly claims I'm now at war with a Major

The "resolution of relations" decision vs a Minor resulted, according to outcome screen, in a declaration of war against a Major as well ("Montus"). And yet, that Major is still marked as Allied to us, not at War.
Also - can a Minor have a "Friendship Pact" with a Major? (that is what's stated in the decision outcome screen). I thought it can only be Protectorate and Vassal.
