upgrading an impossible port

Is this a problem? Do I need to go into the editor and fix it? [ upgrading the port that isn't allowed in this hex ]

Never seen that before. Is it a new game? If not don't know if you can with the editor but you could try turning of global buolding.

What version as it does't do it in 28.4.

That port can be built, but it will require a lot of supplies. A lot of engineers and a lot of time also if you're using version 1128, naval support will work. Hi Larry. I left you a message about 2 months ago. Call me....GP

IIRC, Irkutsk is on Lake Baikal. Note that the river system from Baikal is navigable all the way to the Arctic Ocean. The original intention was to have the seasonal ice pack become navigable during the summer months and blocking during the rest of the year. But it would require an additional map to be used during the navigable period and coding in the game .exe file to swap the maps. Since it is so remote and so long a channel it was unlikely a player would ever use it so the idea of seasonal navigation in ice packs was discarded.
