[V 1.32a] City Economic Issues

Two issues to report here.
1) City Industry building not calculating Industrial Point Correctly.
-Industry only producing 189 Industry points (See screen shot below)
-With bonus, per screen shot, this Industry should be 450*1.39*1.21 = 756 Industry Points
-The Industry reduction is related to lack of power supplied of 44 energy, instead of the needed 175 energy.
-However, other building are fully powered, and seeing no reduction in productions (see Ammo Factory), due to a power shortage.
-Also, the empire has a power surplus, and at max power storage (288 energy loss due to lack of storage.)
-In another city (not shown) the industry there is working normally.
Conclusion: there is amble power yet this building productivity is being reduced due to a lack of power? This building initially worked correctly, but at some point something happened (say an some event), but for some reason has not recalculated the production here. I tried changing City Governor, and saw no change.
2) City Population loss
- Per second screen shot, this is my second city in game that started with two city start.
- The city had a number of Private of QOL building (hospice, brothel, Museum) such that no public QOL were needed.
- At some point the cities private citizens no longer work at these QOL buildings (presumable due to a lack of workers.)
- The lack of workers at the QOL building, caused a drop in QOL score for the city, resulting in more citizens leaving the city.
- Because all remaining citizens want to work the farm the city is dying as more workers leave.
- This issue happened in a prior game as well, resulting in the loss of the city.
Conclusion: Private citizens are being assigned to work a rather large farm…first, with none being assigned to QOL building, is resulting in more citizens leaving the city. This results in the total migration of citizens from the city making it less likely to get private QOL points, which results in more citizens leaving. This is a doom loop of sort. And yes, I did start building public QOL building, but the population loss is rather quick.
