[1.32a] Regime selection glitch allows playing diplo stratagems for minors on majors

I was training the oratory skill of my foreign affairs council by selecting map outlines of available minors and using the minor diplo stratagem "propose peace".
After selecting the map outline of a major regime I noticed in the left part of the screen that
In the right part of the screen you can see that playing the minor stratagem on the major is allowed (e.g. execute stratagem button is active).
Due to the broken regime processing, after switching to tab "stratagems", playing all minor cards including e.g. annexation and unification on the major was enabled.
For comparison purposes - when game processed selecting map outline of the major poperly:

After selecting the map outline of a major regime I noticed in the left part of the screen that
- I had selected a major regime. However, list still displayed the list of minor regimes
- No regime of the list was highlighted.
In the right part of the screen you can see that playing the minor stratagem on the major is allowed (e.g. execute stratagem button is active).
