Weather Effects

Does anyone know if weather effects on combat are cumulative? For example, with snow and frozen. Are attack values halved for frozen and then halved again for snow? That would result in units attacking at 25% on frozen ground in a snow storm.

Also, are weather effects based on the hex attacked into or the hex attacked out of? Or perhaps both or either?

Based on the lack of response, I'm guessing that nobody knows if weather effects are cumulative or not. The issue is relatively important especially in Russia where I typically get hit with a combination of snow and frozen. It would be great if the developers could provide guidance on this subject.

Snow and ice, or a combination of both, aren't the worst; mud is the worst. If the AI ​​creates a lot of mud and you attack, don't attack; focus on building supplies. I think there's a buildup.
