Replacement Editor Question

Alright, so I get ON HAND is what you have stockpiled.
BEGIN is when you start getting it.
END is when you stop getting it.

My question is about RATE. It is the rate at which you get equipment that isn't in your stockpile. Rate of what, exactly? You can adjust the number from 0-99999, so it's not a percentage. Is it actual equipment? If your RATE is 2, do you get 2 actual machine guns per turn?

ASSIGNED is what is already included within units.
ON HAND is what is ready to be distributed to your units or used to reconstruct evaporated units.
RATE is how much of that type of equipment is added to the ON HAND pool before each turn.
BEGIN is the turn when RATE starts being added
END is the last turn the RATE is added.

If BEGIN and END are same turn, you'll recieve ONE batch of the rate that turn.
