[1.32b] Excessive weight for "Resource Rumours" strat

The weight for the MTH strat "Resource Rumours" in the Spying Stratagem category seems to be completely off the scale compared to other strats in the same category. That prioritization doesn't make much sense to me, especially given it's a pretty niche card compared to the send spy cards it shares a strat generation category with.
For reference, the card inventory at the end of turn before this (since it affects costs and weights for strat generation) was:
