[1.32b] Spotter Drones cannot be used on independent mech. artillery

This can be tested in the attached save file. If you select "Spotter Drones" stratagem, and switch to "targets" tab, the list of valid units will show a bunch of militia units and OHQ units, but not any independent units, which means it cannot be played on an independent mechanized artillery formation, which would be a prime target for it. The issue is not general with unit stratagems, the others I checked can be used on independent units normally.
